Background:
Youth Initiative (YI), a pioneer youth run and youth led initiative advocates and works for youth empowerment in order to involve them as agents of positive transformation in the society. Initiated in the late 1999 and formally registered with DAO Kathmandu and SWC in April 2001, YI has evolved as model not for profit youth organization of its kind.
Youth Initiative today is a collage of ideas and efforts of numerous young people. To achieve its vision, Youth initiative works in various issues different tools and intervention; from raising awareness to policy advocacy; from organizing workshops to undertaking research; from life skill development to strengthen youth politics; etc. Our Key areas of workings are
1. Youth in Civic Leadership, Democratization and Human Rights
2. Youth in Local Governance
3. YI as Common Platform
4. Youth and Entrepreneurship
5. Youth in Peace Building
Objectives:
YI is implementing its activities especially focused on “Enabling environment for community development established which is the objective “A”of Shajedari Bikaash Project. YI has contributed for R1: Increased youth participation in local planning and development process, R2: increased employment opportunities for youth especially young women and youth from marginalized groups and R3: increased role of youth in promoting social harmony & stabilization in SB Districts. It was essential to examine our activities and if necessary, we can change our strategy to obtain better result. So 2 days Review Meeting was systematically planned for following objectives:
· It provides an opportunity to analyze and document project successes and difficulties, thereby providing a better foundation for future project work.
· It helps entire YI team remember the lesson from one districts to another one.
· It gives a forum to speak openly not only blaming others_ it is about learning for next time.
Proceeding/Content:
Day 1st (1st September 2014) Executive Committee, staffs of 6 project Districts and Regional office gathered in program hall at 9:00 A.M. RPC Giriraj Adhikari welcome all the participants. He especially welcome newly selected Executive Committee and requested them to take YI in new horizon of Success. Then a “Pair Game “was designed for icebreaking introduction. It gave comfortable layout and YI Team became aware about the achievement of past six months. This introduction round was succefully handled by PC Dipesh Ghimire. This session contributed to be introduced with each other and participants were oriented about outline of two days tentative schedule.
After that there was a short presentation of Intern MS. Nita Regmi she just shared her experiences and gave details of her daily work. The session started discussion about our newly appointed Interns and showed best ways to engage them.
All the participants gathered at program hall after their lunch break. There was energizer titled “Differences”. Then the session was handled by M& E Officer Prakriti Shrestha. She portrayed target and achievements of semiannual period. It gave vivid picture of project status. She also discussed about 3 results.
Then PC Dipesh Ghimire started session about sharing best practices of YDS and CDA. He spotlighted on thematic area of Youth empowerment Program. The participants of Review meeting were divided according to their 6 project Districts. They prepared details of activities. Executive committee was observing all activities and provided necessary feed backs. President Ms. Sarita Bartaula made aware that staffs should pay full attention towards 9 findings of Youth Mapping and YI should give full effort to change those 9 points. Like this way the first Day was ended.
Day 2nd (2nd September)
Second day session was started with the review of first day. The session was facilitated by M&E Officer Prakriti Shrestha. Participants gave positive feedbacks and added that it became like capacity building training. They wanted review and wanted to go ahead. So PC Dipesh Ghimire told that that day would remain for review.
YI entire staff felicitated new Executive Committee and past YI president.
Mr. Roshan Basnet (IT Officer) took session about IT. He asked participants about IT related difficulties. He presented about importance of social media and made aware about ways of marketing to YI activities. He showed YI Facebook page and website and requested to update every details on it.
Then the hall entered towards planning for upcoming days. They prepared plan for September and developed strategies. The most interesting part of the review meeting became Feedback session. Every individuals were free to provide constructive feedbacks to each other. This session developed democratic culture among staffs and staffs were ready to improve their limitation in coming days. Like this way the second day was also ended.
Outcomes of Review Meeting:
· Semiannual Review Meeting gave a forum to speak openly not only blaming others_ it is about learning for next time.

Annex:
Bardiya:
The first turn was taken by DPC Bardiya Nirajan Chaudhari . He presented key achievements from Bardiya as follows:
• Closely interacted with VDC secretary and beneficiaries like youth, women, children, Dalit, marginalized group
• LYG established public toilet with the use of local resources with the coordination of Market Management Committee, forest User Group, ward level youth club and all public are use the toilet. (In case of Patabhar VDC.)
• Miss Ramita Chaudhary started small business motivated from discussion about youth entrepreneurship.
• LYG member of Patabhar VDC Mr. Karam Chaudhary became the leader of User Group after participated at different training conducted by YI.
• Mr. Suresh Chaudhary Member of LYG kalika VDC got the job at Community Development Organization as a social mobilizer after the training organized by YI. And Mr. Karanti Malla got opportunity for make VDC profile.
• Mr. Mayaram Chaudhary was lead the user group and contributed to gravel road funded by DDC Bardiya after participate at training organized by YI.
• LYG Deudakala lead the training about against drug and LYG Kalika lead the training about Life Skills.
• DDC supported to all LYG (8 VDC) sports material after the successful coordination with DDC Bardiya.
Issues Challenges:
• All LYG mobilizer could not take ownership and ask about travel and communication except Rs.3,000.
• Youth are over ambitious.
• Some of the VDC secretary was not responsible to youth like Jamuni VDC
• External factor (flood ) affected lot of planed activities for meet the target, Mohammadpur, Padnaha, Sanoshree, Patabhar, and Gulariya Municipality was affected by the flood.
Lesson Learnt:
• Need to coordination with VDC Secretary and DDC Time again motivated to youth for the activities.
• Team work with LYG and cope with LYG problem and explore from the LYG.
• We should coordinate with parents of youth.
Dang:
Key Achievements:
• District Sports Committee has appointed one of the member form District Youth Network as a committee member.
• In coordination with Hekuli V.D.C, DYN established Youth Information Center.
• V.D.C has allocated budget for youth in all 10 working V.D.C
• The participants from various workshop and training provided by YI has conducted programs related with YEP to VDC youths in various VDC.
• DYN celebrated World Population day in coordination with District Population Coordination Committee.
• Street play was demonstrated in Tarigaun and Phulbari VDC to ensure the child right and fight against child labor.
• 14th International Youth Day was celebrated on weekly manner from 6-12 Aug organizing various program related with youths in coordination with District Youth Network.
• Hekuli VDC carried two CDA to declare the VDC by banning the consumption of alcohol and tobacco from 5 AM to 6 PM in public places. Concerned stakeholders, various political party leader, teachers, public officers were present in the declaration program under the chairmanship of VDC Secretary.
• In Gobardiha VDC youths in coordination with local people embanked the Rapti River to control the river from land erosion.
• SB implementing partner NGO and INGO made a monitoring visit to SB project working VDC. The committee from various government offices officers made a visit in Tarigaun VDC.
• The LYG team Dharna VDC in coordination with local people and different political party leader organized the program to reconstruct the road which was damaged by flood. More than 400 people from the village participated the activities in maintaining the obstacles.
• LYG Mobilizer Jharana Lamichhane of Phulbari VDC carried out the support program to flood victim. The process is, the materials for relief has been collected from different places of Dang and it is send in the place where there is a need. The friends from network distribute and monitor the materials according to need to the victim people.
• DYN President Kiran Shah has been leading Deukhari Chamber of Commerce as a General Secretary.
Issues Challenges:
• Lack of coordination from DYN team
• High expectation and less work from LYG Mobilizers
• Unexperienced mobilizer in documentation and financial reporting.
• CDA as a burden in some VDC
• Late start of program which has caused to complete the activities in short period.
• Unexpected sudden natural calamities has disturbed in smoothly carrying out monthly activities
• Difficult to gather people and carry out activities smoothly during festival, plantation and harvesting season.
Lesson Learnt:
• Training to LYG Mobilizer has helped to some extent in documentation and financial reporting
• During carrying out program activities in plantation, harvesting and festival season, it will be effective to do in district headquarter rather in VDC level.
• The program which is carried out for long period are more success and effective than one day program i.e Anti Alcohol and Tabacoo campaign in Hekuli VDC, Free Child labor in Tarigaun
• It will be more effective to appoint social Mobilizer as a staff to look after in working VDC rather than from LYG Mobilizer one in each VDC.
• Quarterly Meeting with VDC secretary and government officials (Project Advisory Committee) is essential.
Kanchanpur:
Key Achievements:
· Youth are getting involve on decision making process. ( Baisebichawa VDC invited to discuss about 'Chungi Kar' to LYG and youth of
Raikawar, Krishnapur’s VDC involved in Community forest and other CBOs
Raikawar, Krishnapur’s VDC involved in Community forest and other CBOs
· Youth are leading community level activities and group for example Shankarpur LYG coordinator has leaded ‘shallow tube well’ program
· LYG of Raikawar & krishnapur VDC are leading community forest, ‘Covered hall’ construction,
· LYG are getting grand from VDC and other stakeholders for promote local governance, safe migration and other social activities
· LYG member has received employment on different organization for example Laxmi B.K. ( Raikawarbichawa) got job in Red Cross, Kalpana Singh ( Krishnapur ) In NNSWA and Sunita Rana, Bhagrati Koli & Janaki Rana also appointed in Red Cross
Issues/ Challenges:
· CMU hasn’t functioned actively
· High expectation of youth
· Equal budget of CDA on all kinds activities (such as awareness campaign, renovation etc.)
· Duel role of LYG coordinator/ DYN on Mobilizer
Lesson Learnt:
· Regular follow up and inspiring youths can give better result.
· We can improve documentation part
Banke:
Key achievements:
• Increasing youth participation in local planning process. LYG coordinator of Mahdevpuri VDC selected as a Ward Citizen Forum (WCF) Coordinator.
• LYG members are getting employment opportunities. Shamsergunj LYG members Chanti Chanda got social mobilizer job in Banke Unesco club and Seema Basfor got social mobilizer job in BASE Banke. )
• LYG members are using social accountability tools such as Right to Information, Public hearing for example Ganapur LYG filed an application demanding information about VDC income from the industries. Sonpur LYG got information from VDC after filing a RTI application.
• VDC and other organizations are recognizing LYGs by sending formal invitation to participate in program and meetings.
• LYG members were actively engaged to response, rescue and distribution of relief packages for flood victims.
• After CBT training for LYG members, 5 LYGs submitted concept note to the VDC office for financial support such as Phattepur, Mahadevpuri, Kachanapur Sonpur, Indrapur, Belahari submitted the concept note.
• LYG members were actively engaged to response, rescue and distribution of relief packages for flood victims.
Issues/ Challenges:
• Lack of documentation
• Conflict and governance issues in LYG creating problem to implement project activities. (Phattepur)
• Local government institutions are not participating in LYG activities.
• LYG are depending on fund provided by YI to conduct CDA activities.
• Low volume of CMU members participation in CDA activities
• YI staff have no frequent visit to VDC offices.
• In some VDCs, facing challenges to work because of their personal interest, low rate of literacy.
• Difficult to gather participants due to far distance between the wards. (Kachanapur, Khaskushma, Mahadepuri)
• Expectation of daily allowances
• Minimum allowances, high volume of work for Intern
Lesson learnt:
· A clear guideline should be used to select LYG mobilizer. LYG mobilizers should not be the existing member of LYG.
· Need to make a strategy to work with DYN such as balancing the power relation, coordination and collaboration.
· Need to find out potential candidate to form LYG. In most cases existing leaders are chosen in LYG.
· Regional office staff should support District team by providing creative feedback, attending district level activities and support to increase coordination with different organizations.
· Regular meeting or courtesy call is necessary to do with VDC secretary and local govern office to build strong relationship with them
· CMU member should get training opportunity. It will create an environment where CMU member support the LYG to mainstreaming their issues.
· LYG mobilizers meeting is very effective to learn about the situation of the field. It also help to planning for LYG meeting and CDA. It also help to exchange communication between YI and LYG.
· Need to improve coordination with local level governmental and non-governmental agencies.
Kailali:
Key achievements:
· Youth activism has increased to assist VDC activities
· Around 4111 youths and local people were involved in different events through YEP
· 34 LYG members got opportunity to get ready VDC profile.
· VDC and local people appreciated to LYG for campaign flood disaster
· YI has selected as a member organization in District Youth information Center committee. YI has accessed in District sport development committee through DDC.
· YI program activities have achieved to involve in DDC planning book.
Issues Challenges:
· Difficulty to identify dedicated youths for LYG group formation
· High expectations from youths (DYN and LYG members) and local people
· Most migrated age group( in migration out migration and seasonal migration)
· Difficult to conduct volunteer activities
· Limited resources
· Sustainability of program
Lesson Learnt:
· Lack up proper guideline event
· We formulated group, network quantitative more than quality
· lack up preparation to identify dedicated youths for LYG group formation
· DYN were not sincere to play role due to lack up proper guideline
· Best practice as an experiment in works
· Limited resource challenging part of project
· SB partner organization far-off from each other in beginning of project implementation and lack up understanding
Surkhet:
Key achievements:
· YI has own office set up.
· Youth have been participating in local level planning process.
· LYG training to mobilizers helped in keeping proper documentation at the local level.
· YI is able to build better relation with District level stakeholders.
· Female in Leadership for Example Devisara Sarumagar is leading District Youth Network Surkhet.
Issues Challenges:
· The essence of YDS has not implemented till the date.
· Still we have not got motorbike.
· Lack of essential gadgets in office.
· Geographic constraint.
· Lack of advance planning.
Lesson Learnt:
·* The training schedule should be developed according to the interest of participants.
·* Regular Follow up and coordination can build good relation with district level government agencies.
