Youth power is an invaluable asset to the nation. Youth are the pioneers of economic, social, political, and cultural transformation and the driving force of change. With passion, enthusiasm, knowledge, skill, courage, and ability in mind, the youth are now able to bear the responsibility as partners in development. Due to their creativity, learning ability and high self-confidence, this class has become a major heritage of the nation, which can also be mobilized as a major force in nation-building. In Nepal, the age group of 16 to 40 years constitutes 38.85% of the total population. As the youth is the backbone of the nation both qualitatively and quantitatively, it is necessary to bring the youth into the mainstream of national development through all-round development.

In which areas of the state, as directed by the youth policy, to what extent have efforts been made for youth-friendly development? How many practical efforts were there? It is important to have a clear account of how much is in paper form.

The nation's sustainable development plan cannot move forward without building a positive and capable young generation in the field of youth development and development. Positive youth development is related to youth-friendly environment and youth participatory development process from the central level to the local community level. Until it takes time to understand this truth, to establish it, and to change accordingly, the national development campaign will continue to lag behind. If we look at the past of the developed nations of the world, after the political change, the preparation of the national master plan has been handed over to the youth leadership. The nation has developed under the leadership of the youth. Examples are South Korea, Thailand, Philippines, Malaysia, etc. In the United States, Canada, Australia, and various European countries, positive youth development has been established as an important responsibility of the state, but in a developing country like ours, which has lost its way in the exercise of power and strength. Is In our country where capital-centric thinking is still a method and culture in formulating development campaign policies and plans, it is certainly challenging to focus on youth development in remote areas far from the capital, leaving other development priorities behind.

In the present context, the question of the youth in Nepal can be taken as a topic that is not heard, is not heard, and is not so much interested in the policymakers. Among the entire Nepali population, the youth are the most at risk. The youths who play a powerful role in the political, social, economic, and other issues of the country are in fact left behind and neglected in the field of their own development and role. Lacking accountable political will, the youth have become like a crow in the fog. Young people are forced to sell their labor in low-level jobs in different countries. At least if the destiny of the state is not to move beyond the role of exporting labor to the youth of the country, the productivity and income can be increased by expanding the sector and sending the youth for foreign employment as labor and skilled manpower.

The state's efforts to compel the youth to trade in labor abroad can bring about a lot of changes in the situation even with the right facilitation. The state has not been able to make a compulsory curriculum including all-accessible practical knowledge and technical education suitable for the labor market by modifying the current education system with empty knowledge. The expectation of change is too late as the responsible officials and bodies of the state are involved in paving the way for those who earn a living by showing technical education as an optional subject. Time and investment are being wasted. At a glance, the efforts and conditions for youth-friendly development in the country are almost non-existent. It has been 5 years since the National Youth Policy 2066 BS and 2 years since the new revised Youth Policy 2072 BS. This is a good time to implement the policy and sustain the state's efforts in the youth sector. After the implementation of the youth policy, it is seen that governments have started various programs targeting the youth in various genres, but the regulatory body has been putting oil on the ears of most of the youth-targeted programs, even when non-youth are present.
